Introduction
- Northeastern University London (the University) is committed to maintaining a healthy and safe campus environment.
- In provisions made under the Health Act 2006, all enclosed and substantially enclosed workplaces and public places are legally required to be smoke-free. It is an offence to smoke on smoke-free premises or to knowingly permit smoking on smoke-free premises. Statutory fines could apply if this legislation is breached.
Purpose
- The purpose of this Policy is to establish expectations for the University community that meet the legal requirements of the Health Act 2006 regarding Smoke-Free Regulations, and to ensure that University buildings and vehicles covered by the legislation are compliant.
Scope
- This Policy applies to all members of the University community, including staff, students, visitors and contractors.
- This Policy applies to all University owned, leased or controlled premises.
- This Policy applies to all types of burnt and smoked products, including tobacco, herbal, electronic devices, and other devices or substances which may be used for the purpose of smoking.
Smoke-Free Areas
- Smoking is prohibited in all University buildings whether owned or leased.
- This includes communal spaces that are not designated solely to the University (such as stairwells, toilets, shower areas, corridors). This also includes external terrace spaces linked to campus buildings.
- Smoking is prohibited in front of University buildings.
- For the avoidance of doubt, at Devon House smoking is only permitted in or around the loading bay yard. No other University properties or premises have dedicated areas for smoking.
- Smoking is prohibited in any University owned, leased or hired vehicles.
Signage
- In line with legislation, signage is displayed, as required, in and on buildings and vehicles and in areas where there is considered to be a higher risk of fire.
Breaches
- An initial breach of the Policy will be dealt with in an advisory way, accompanied by advice about support available for smoking cessation.
- Any subsequent breach of this Policy may lead to further action, which may include formal disciplinary action. The University reserves the right to bypass the first advisory step, where appropriate.
- Any contractor or visitor who refuses to comply with this Policy will be required to leave the campus immediately.

- Public services:
- Local NHS stop smoking services, available via phone 0800 022 4332 or the NHS website
- Visit ASH (Action on Smoking and Health)
- Local GP practice or pharmacy
